MEETING OF THE BOARD OF SELECTMEN
AUGUST 30, 2007
Selectmen Present: Charles Miller, Whitney Aldrich, (Absent: Sheldon Sawyer)
Mr. Miller called the meeting to order at 7:28 P.M. with six people present in the audience.
PUBLIC BUSINESS:
TARA SADD – TRI VILLAGE ENERGY COMMITTEE: Tara Sadd and Kim Lewis, Tri Village Energy Committee members, reported that the Committee went to the Recycling Center on a Saturday and began gathering information for an energy audit (heat, electricity, etc.). They counted items such as doors and windows. It is their understanding that National Grid does energy audits for free therefore this committee would like to invite them to do an electrical audit of the Town Hall; they would still have to do the heating. They are applying for a small grant to help hire an actual auditor. Hopefully, in the end they will find ways to save money. Mr. Miller suggested that they contact other towns to exchange information. Mrs. Sadd will pass this onto the other committee members and noted that some communities are set-up on the Internet. The Board of Selectmen approved having the Energy Committee contact the National Grid to do an analysis of the Town Hall. She will let the Board of Selectmen know when the date has been set.
DELBERT FROST – AMOUNT OF ACREAGE – MAP 024, LOT 034: Mr. Frost had an attorney do research on the .10 acre parcel that he had previously discussed with the Board of Selectmen. He had maintained and paid taxes on it for many years assuming he was the owner. The recent research disclosed that Mr. Chambers, an abutter, purchased it at a Tax Sale and has a recorded Deed on the parcel. In view of the findings, Mr. Frost asked that the tax records be corrected to reflect this change.
PLANNING BOARD: Pam Aslinger, on behalf of the Planning Board, asked what the latest developments were on the Berkshire – Walpole Appeal. The members would like to be kept up-to-date on this matter. The Board of Selectmen provided copies of the recent correspondence.
ACCOUNTS PAYABLE: Mr. Aldrich moved to approve the Accounts Payable check register and manifest in the amount of $7,241.84. Seconded by Mr. Miller. All in favor, so voted.
PAYROLL: Mr. Aldrich moved to approve the payroll voucher for the week ending August 25, 2007, for gross wages in the amount of $18,043.26 or net wages in the amount of $9,813.91. Seconded by Mr. Miller. All in favor, so voted.
Mr. Aldrich moved to approve the electronic fund transfer for the Withholding, MEDI and FICA taxes in the amount of $4,295.94. Seconded by Mr. Miller. All in favor, so voted.
MINUTES –SELECTMEN’S MEETING- AUGUST 23, 2007: Mr. Aldrich moved to approve the Minutes of the public Board of Selectmen’s meeting of August 23, 2007, as printed. Seconded by Mr. Miller. All in favor, so voted.
DEPARTMENT / COMMITTEE REPORTS:
The Board of Selectmen received and reviewed the Minutes of the North Walpole Village Board of Commissioners meeting of August 28, 2007.

BUILDING PERMITS:
FRANK PALMIERI – MAP 012-055-007: Mr. Aldrich moved to approve Building Permit No. 2007-039 for Frank Palmieri to add a mud room and attached garage on Dearborn Circle. Seconded by Mr. Miller. All in favor, so voted.
ROBERT CASTOR – MAP 005-004-001: Mr. Aldrich moved to approve Building Permit No. 2007-038 for Robert Castor to add a 12’ x 15’ sunroom to the existing house on County Road. Seconded by Mr. Miller. All in favor, so voted.
JAMES AND BONNIE DOCKHAM – MAP 012-043-000: Mr. Aldrich moved to approve Building Permit No. 2007-040 for James and Bonnie Dockham to construct a roof over an existing front deck on the Upper Walpole Road. Seconded by Mr. Miller. All in favor, so voted.
OLD BUSINESS:
DISCUSS NORTH WALPOLE METER READING CONTRACT: Mr. Aldrich noted that the Board of Selectmen has not yet received a North Walpole Meter Reading contract as they will need time to review it prior to taking action. This will require that a full Board be present.
NEW BUSINESS:
SIGN ON THE COMMON ADVERTISING NEW BOY SCOUT SIGN-UPS: The Board of Selectmen approved the Boy Scouts request to have two recruitment signs on the Common for about two weeks.
MUNICIPAL HEALTH OFFICER: Mr. Aldrich moved to approve and sign the Local Health Officer nomination form for Dr. Charles Morosino to be sent to the Department of Health and Human Services. Seconded by Mr. Miller. All in favor, so voted.
Mr. Aldrich moved to approve and sign the Local Deputy Health Officer nomination form for Dr. Tucker Burr to be sent to the Department of Health and Human Services. Seconded by Mr. Miller. All in favor, so voted.
ANNUAL WIRE TRANSFER AGREEMENT WITH THE SAVINGS BANK OF WALPOLE: Mr. Aldrich moved that the Chairman of the Board of Selectmen be authorized to sign the Annual Wire Transfer Agreement with the Savings Bank of Walpole. Seconded by Mr. Miller. All in favor, so voted.
DRA COURSE: REGULATION & TAXATION OF EARTH EXCAVATIONS: The Board of Selectmen announced that the Department of Revenue Administration has scheduled a course on the Regulation & Taxation of Earth Excavations on Tuesday, October 9th, 2007, from 9:00 am to Noon at the Walpole Town Hall.
MEETING: Mr. Miller received a notice from Rep. Daniel A. Eaton, that the State of New Hampshire Members of the Commission for the Flooded Property has scheduled a meeting on September 4, 2007, at 10:00 am in Concord to “Determine Appropriate Use of the Property Destroyed in the October 2005 Floods”.

LETTERS TO BE SIGNED:
AL WELCH: Mr. Aldrich moved to approve and sign the letter to Al Welch thanking him for all of his years of service to the Town of Walpole. Seconded by Mr. Miller. All in favor, so voted.
Mr. Aldrich moved to adjourn this meeting. Seconded by Mr. Miller and, with all in favor, the motion was approved. The time was 8:34 PM.
