Anyone have an explanation for question #2 in plain English? What is it's purpose and what does it change?

Well I don't get the Sentinel but it looks like another way to increase the representatives in Concord. In my humble opinion we have way too many representatives now. We should be striving to reduce the numbers and then, maybe, instead of getting unwanted add ons to bills in order to pass the original bill, we can get some sensible and reasonable action coming out of concord.billmoses

Thanks for the responses. I read the article in the Sentinel tonight. Still not sure the thing makes any sense but for that reason alone I might vote against it. I think Bill's comment also makes sense, but I tend to despair of getting some sensible and reasonable action from a legislature of 400 for a state of about 1M.
